The Heritage Foundation’s Index of Economic Freedom lists Burma among the five most repressive economies in the world10, while the US State Department ranks Burma one of the worst violators of religious freedom11 . Reporters without Borders puts Burma at 170 out of 173 countries in their Press Freedom Index, only just trailing North Korea, Eritrea and Turkmenistan, while the Committee to Protect Journalists finds Burma is the worst country in the world for internet bloggers. Virtually every survey there is, on freedoms or humanitarian issues, ranks Burma among the worst. For those who are loosely familiar with Burma’s government, it is often referred to as a “military regime” or “military junta”. Yet, as sources for this book contend, the regime in Burma probably no longer functions as a collective decision-making body in Burma; Than Shwe consolidated power in 1993 and has since become the sole authority as the dictator of Burma, and other members of the junta are almost completely subservient to his power.

Inside Burma, the name “Than Shwe” inspires fear, loathing and ridicule in equal measure. He is a man who has presided over a regime guilty of every possible violation of human rights, including war crimes, crimes against humanity, and, arguably, attempted genocide. He is a man who has suppressed dissent, and equally ruthlessly manoeuvred and manipulated his rivals within the regime. He is a man who changed the capital of his country, and built a new one at vast expense in a remote jungle location, calling it ‘The Seat of Kings’.12

He is a man known to consult soothsayers and astrologers, although there is little evidence to suggest that he makes key decisions on their advice (in contrast to Burma’s previous dictator Ne Win). He is a man who sat and watched as Cyclone Nargis wrought devastation upon his people, including ethnic minorities and who, despite having received numerous warnings from India13

He is a man who sat and watched as Cyclone Nargis wrought devastation upon his people, including ethnic minorities and who, despite having received numerous warnings from India13 of the impending natural disaster, did nothing to help people prepare for it. Yet, according to the Bangkok Post, both air force fighter planes and commercial airplanes belonging to an airline that the Washington Post reports may be a joint venture between Than Shwe’s family and one of the regime’s top business cronies, Tay Za, were moved out of the storm’s path14. Further, he is a man who not only failed to help when natural disaster struck, but initially refused, and then actively restricted efforts by the international community to deliver aid to the victims. He is a man whose cronies in the business world allegedly spent up to $50 million in gifts for his daughter’s opulent wedding15, while his regime spends less than one dollar per person per year on health and education combined16 . And the list of charges does not end there.

Singapore’s influential and authoritarian leader Lee Kuan Yew, despite his country being an investor in Burma and a primary destination for the Generals for shopping, education and medical care, described Than Shwe’s daughter as looking “like a Christmas tree” at her “lavish” wedding, because she was covered in diamonds.18

Than Shwe is determined that the military retain a role in politics; he is eager to protect his legacy; he is motivated by a particular interpretation of Burmese history and the example of past kings; and his core objective is maintaing power and control. While there are many critical differences between Than Shwe and Mugabe, Denis Norman’s description of Mugabe’s personality can be applied almost word for word to Than Shwe. “Mugabe isn’t a flashy man driven by wealth but he does enjoy power,” he argues. “That’s always been his motivation..”21 Another of Mugabe’s acquaintances provides a description that could equally be applied to Than Shwe: “If you look at Mugabe’s entire political career, what is always missing is the essence of the person. He is a shrewd politician, a great survivor, but very, very ruthless….. He is mean-spirited even towards his own people. He is not moved by the plight of Zimbabweans, by people suffering and dying. He’s immune to such calls on his feelings; he doesn’t respond to pity.”22 He thrives on “the tension of disputes and conspiracies among enemies,”23 claims Holland – a characteristic that can be seen in Than Shwe too. Mugabe, says a close acquaintance, “is always trying to behave like a medieval king”24. As we shall show in this book, that too is precisely what Than Shwe does.
